Position Overview and Responsibilities:
This is an advanced environmental position in the Division of Environmental Assessment and Restoration, Standards Development Section within the Water Quality Standards Program. The position involves conducting statistical analyses of environmental data, interpreting information in the context of water quality standards (Chapters 62-302 and 62-303, F.A.C.), and writing and editing environmental reports related to water quality standards development and implementation. The incumbent will be responsible for water quality criteria refinement and development projects including analyzing data, writing technical reports, and representing DEP professionally at public workshops to support rulemaking or other technical efforts.
Functions as a consultant on a variety of environmental issues for the purpose of recommending defensible environmental decisions. Provides technical input on water quality criteria development, rule development, and implementation. Participates in technical workgroups related to water quality, biological, and/or ecological topics as needed.
Provides input on technical reports and water quality models related to EPA national recommended water quality criteria proposals, permitting, water quality based effluent limit (WQBEL) or mixing zone establishment, total maximum daily load methodology, listing decisions and other topics that affect water quality standards development and implementation as needed to support other section work.

Required Knowledge, Skills, and Abilities:
1. Knowledge and ability to analyze, design, and maintain large rational databases using Microsoft Access and/or other relational database tools;
2. Knowledge of data QA/QC methods;
3. Knowledge of biological, chemical, and physical processes relevant to the evaluation of impacts to water quality, soil, biota, etc. of various Florida waterbodies;
4. Ability to conduct statistical, graphical, and spatial analysis of environmental data using programs such as MS Excel, R and/or other statistical analysis packages;
5. Ability to evaluate, analyze, and interpret scientific or technical data in the context of appropriate water quality standards.
6. Ability to establish and maintain good working relationships with others.
7. Ability to communicate effectively both verbally and in writing.
8. Ability to write technical reports.
9. Ability to become a Florida Certified Contract Manager.
Minimum Qualifications:
Florida Certified Contact Manager upon appointment within a year.
